Yes, the water element can be placed on the robot. It is important to keep rule 6.6 in mind: The robot together with the water element has to fit in the 250 mm X 250 mm X 250 mm size limit. The water element has to be in the starting area even it is not used.

No, to get the full 11 points the cable is not allowed to touch anything else except the charing area B.

A green starter set is considered inside the house, if it is only touching the green area inside the house.

The orange balls are placed on the half where they fell off the table. The purple balls are placed on the opposing team’s side.
Flying robots are forbidden.

Any attempt to distract the opposing robots is considered unsportsmanlike conduct and will result in exclusion from the competition
No, boost converters are not allowed.
The control software is all the software that is used to control the robot and its components. Any programming language can be used.
The main controller of each of the two robots are allowed to communicate to each other. This mains, that only the LEGO-Controller or the main Arduino Controller can communicate with each other. It is not allowed to add additional components for communication.
Make sure to choose a controller that has that functionality build in.
